Post-wise Vacancy Breakdown
667 posts sounds big — but here's where they actually go:
| Post Name | Category | Vacancies |
|---|---|---|
| Mining Sirdar | T&S Grade-C | 448 |
| Jr Overman | T&S Grade-C | 192 |
| Surveyor | T&S Grade-B | 19 |
| Technician (Pathology) | Technical | 2 |
| Translator (Hindi) | Clerical Grade-III | 6 |
| Total | — | 667 |
Mining Sirdar has 448 seats — massive for a specialized role. Think about it: SSC CGL has lakhs of applicants for a few thousand general posts. Here, only people with a valid DGMS Mining Sirdar certificate can even apply. That filters competition dramatically. Less competition per seat than SSC — this is a real advantage.
Honestly — Mining Sirdar is one of the most underrated government certifications in India. People in Jharkhand and Chhattisgarh know it. Candidates from UP and Bihar mostly don't. That gap is an opportunity.
Eligibility — Post by Post
Mining Sirdar (T&S Grade-C)
You need a valid DGMS Mining Sirdar Certificate. That's the non-negotiable. Plus Matric (Class 10 pass). Age: 18 to 30 years. (DGMS certificate nahi hai? Neeche explain kiya hai — don't skip that section.)
Jr Overman (T&S Grade-C)
Valid DGMS Overman Certificate required. Again, Matric. Age 18-30. The Overman role sits above the Mining Sirdar in mine hierarchy — more responsibility, slightly better pay. 192 posts available here.
Surveyor (T&S Grade-B)
DGMS Mine Surveyor Certificate needed, plus 3 years of practical experience in mine surveying. Age 18-30. Only 19 posts — most competitive of the lot. But also Grade-B, which means better pay band.
Jr Hindi Translator (Clerical Grade-III)
Master's degree in Hindi with English as a subject at degree level — or Master's in English with Hindi as a subject at degree level. (Hindi Translator bhi hai — 6 posts, Master's chahiye — scroll karo.) Age 18-30.
Technician (Pathology)
Diploma or certificate in Pathology/Medical Lab Technology from a recognized institution. 2 posts only. Age 18-30.
Age Relaxation
| Category | Relaxation |
|---|---|
| OBC (NCL) | +3 years |
| SC / ST | +5 years |
| PwD | As per Government norms |
DGMS Certificate — What It Is and How to Get One
DGMS stands for Directorate General of Mines Safety. It's a government body under the Ministry of Labour — they regulate everything related to mine worker safety in India. You cannot legally work as a supervisor underground in any Indian mine without a DGMS certificate. Not Coal India, not NMDC, nowhere.
To get a Mining Sirdar certificate, you need to pass the DGMS Mining Sirdar examination. The process roughly works like this:
- Complete basic mining training at a recognized mining institute (ITIs, mining schools in Dhanbad, Asansol, Nagpur, etc.)
- Accumulate the required practical experience in an actual mine (typically 1-2 years depending on category)
- Appear for the DGMS examination — there are written papers and a practical/oral component
- On passing, DGMS issues the certificate. It's valid for life but renewal required periodically
DGMS issues Mining Sirdar certificates — you can't work underground without it. This is a real professional qualification, not just a competitive exam. It takes time to get. Which is why the pool of eligible candidates is small — and why 448 seats is actually a very good number.
If you don't have a DGMS certificate right now, this recruitment is not for you. But that doesn't mean close the tab. If you're currently working in mining or studying at a mining institute — bookmark this page, get the certificate, and apply in the next cycle. MCL and other Coal India subsidiaries hire every few years. The opportunity will return.
For the Hindi Translator and Pathology Technician posts — no DGMS needed. Those are open to general graduates and diploma holders in the respective fields.
Salary — Coal India IDA Pay Scale
Coal India doesn't follow the 7th Pay Commission (CPC) structure. It follows IDA — Industrial Dearness Allowance — pay scales. This is important because the revision cycles are different and the total emoluments can actually exceed what CPC pays at equivalent levels.
| Post | IDA Pay Scale (Basic) | Approx. In-Hand |
|---|---|---|
| Mining Sirdar | Rs. 33,000 – 85,000 | Rs. 45,000 – 50,000 |
| Jr Overman | Rs. 34,000 – 88,000 | Rs. 50,000 – 58,000 |
| Surveyor | Rs. 34,000 – 88,000 | Rs. 50,000 – 58,000 |
| Jr Hindi Translator | Rs. 28,000 – 80,000 | Rs. 38,000 – 45,000 |
| Technician (Pathology) | Rs. 28,000 – 80,000 | Rs. 38,000 – 44,000 |
Coal India's IDA pay scale is separate from CPC — and in many cases better. The basic pay looks similar on paper but IDA dearness allowance revisions happen quarterly based on the All India Consumer Price Index. In a high-inflation quarter, your take-home can jump significantly. Add free housing in coalfield townships and the effective compensation package is genuinely competitive with Group B central government posts.
Compare this to a constable job at Rs.21,000 or an SSC CHSL posting at Rs.25,000 — Mining Sirdar at Rs.45,000+ in-hand with township benefits is a serious package.
Benefits Beyond the Salary
This is where Coal India genuinely stands out. The salary is one thing. The life package is another.
- Free / subsidized housing in MCL townships — fully furnished quarters allocated based on grade. You don't pay Mumbai rent on a Bhubaneswar salary.
- Free medical — MCL has its own hospitals and empanelled private hospitals. You, your spouse, and dependent children covered.
- Children's education allowance — schools within township campuses, plus allowance for schooling costs.
- Leave Travel Concession (LTC) — travel reimbursement for home visits.
- Provident Fund and Gratuity — Coal India contribution is generous compared to most central PSUs.
- Pension — Coal India still has a pension scheme (not NPS) for certain cadres. Confirm at time of joining.
- Subsidized canteen — meals at MCL canteens are heavily subsidized.
Coalfield township life is a different world — school to hospital to market all within campus. People who grow up in these townships will tell you it's insulated from price shocks. Your grocery bill doesn't follow Bhubaneswar market rates. Your kid's school is walking distance from your quarter. The hospital is company-run. For a family, this package is hard to match in the open market at equivalent salary.
What is MCL — A Quick Background
Mahanadi Coalfields Limited is a subsidiary of Coal India Limited. It operates exclusively in Odisha — primarily in the Talcher coalfields and Ib Valley coalfields. MCL produces 170+ million tonnes of coal per year. That's not a small number. To put it in context, it powers a significant chunk of eastern India's thermal power plants.
Coal India is the world's largest coal producer — MCL is its Odisha subsidiary, established in 1992 when it was carved out from South Eastern Coalfields. Headquarters is in Sambalpur. If you work at MCL, you're working for one of the most strategically important companies in India's energy sector.
The company isn't going anywhere. Coal demand in India is still rising — despite the renewable energy push, India's thermal power dependence makes MCL's mines essential for the next 15-20 years at minimum. Job security is real here.
Mining — Is It Dangerous? Honest Answer
Yes. Mining has risks — that's not a secret. But here's the important context.
MCL operates both underground and opencast (surface) mines. Most of MCL's production actually comes from large opencast operations — these are surface mining operations with excavators and dumpers, not deep tunnels. A Mining Sirdar in an opencast mine is doing shift supervision on a massive outdoor operation — it looks more like a construction site than a dark tunnel.
For underground mines — yes, the risks are real. But DGMS exists precisely to regulate safety. Mining Sirdar is not a laborer — it's a supervisory role. You oversee the safety of your shift, check ventilation, manage the team. You know safety protocols by certification. The DGMS certification exam tests your knowledge of mine safety laws extensively.
MCL follows statutory safety norms mandated by the Mines Act and DGMS regulations. Accidents still happen in mining — but they happen far less frequently with proper DGMS-certified supervisors. That's why this certificate matters and why MCL specifically hires certified personnel.
Is it a desk job? No. Is it risk-free? No. But it's a professional role with statutory safety protections, and if you have the DGMS certificate you've already been trained for this environment.
Selection Process
Stage 1 — CBT (Computer Based Test)
The written test covers four sections: General Knowledge and Awareness, Reasoning and Numerical Ability, Hindi and English language, and Technical / Trade knowledge specific to the post applied for. The technical section is where Mining Sirdar and Overman applicants need to be sharp — mining laws, safety procedures, DGMS regulations.
Stage 2 — Trade/Practical Test
For Mining Sirdar, Jr Overman, and Surveyor posts — a practical/trade test is conducted. This tests your on-ground knowledge. It's not formality. Study the practical aspects of your DGMS curriculum.
Stage 3 — Medical Examination
Fitness standards are strict, especially for underground roles. Vision, physical fitness, absence of conditions that would impair mine work. MCL has its own medical examination structure. Prepare early — don't ignore your health fitness before applying.
Stage 4 — Document Verification
Original certificates checked — DGMS certificate, educational qualifications, caste certificate if applicable, age proof.
Posting Location — The Odisha Reality
MCL operates in Odisha. Talcher and Ib Valley are the two main coalfield areas. Sambalpur is the HQ. This is not a posting in Bhubaneswar city — these are mining areas, which means industrial townships, not urban metros.
If you're from Bihar, Jharkhand, Chhattisgarh, or Odisha itself — this is very manageable. These states have historical mining community connections and the cultural distance is minimal.
If you're from UP, Bengal, or even further south — factor the distance honestly. The township accommodation helps, but you'll be away from your home state. Some people are fine with this; some find it hard. Think it through before applying. Transfer policies in Coal India subsidiaries are company-specific and may not always work in your favor for inter-state moves.
That said — people from across India work in Talcher and Ib Valley. It's not isolated. It has schools, hospitals, markets. Just not a metro.

Frequently Asked Questions
Mining Sirdar certificate kaise milta hai?
DGMS conducts the Mining Sirdar examination. You need basic mining training from a recognized institute (ITIs with mining trade, mining schools in Dhanbad, IIEST Asansol region, etc.) plus the required practical experience in a mine. After that you sit for the DGMS written and oral examination. DGMS issues the certificate on passing. It's a real professional examination — takes time and fieldwork, but it's achievable. Vocational mining courses at the ITI level are a common entry point.
MCL mein surface job hai ya underground?
Both exist. MCL operates large opencast mines (surface operations) and underground mines. Many Mining Sirdar posts are in opencast operations — these are surface mines with excavators and dumpers, not tunnels. Your actual posting depends on which mine you're assigned to. The notification and joining letter will specify. Surface posting is more common in today's MCL operations as opencast production has grown.
Salary in-hand exactly kitni aayegi?
For Mining Sirdar, expect Rs. 45,000 to 50,000 in-hand after PF and other deductions at the start of your career. Jr Overman is slightly higher at Rs. 50,000-58,000. These numbers increase with IDA revisions — DA is revised quarterly. After a few years and increments, the gross can comfortably cross Rs. 60,000+. Add the township housing benefit and effective compensation is much higher than the cash number.
Odisha posting — bahar ke state wale apply karein?
Yes, absolutely apply. MCL is a national PSU — it hires from across India. The posting is in Odisha (Talcher/Ib Valley/Sambalpur) and MCL provides township accommodation. Many employees from Bihar, Jharkhand, UP, Bengal live and work in MCL townships comfortably. It's not the same as posting near home, but township living cushions the displacement. If you're okay with Odisha, definitely apply.
Coal India mein career growth kya hai?
Growth in Coal India happens through internal promotions and departmental exams. A Mining Sirdar can become an Overman, then an Assistant Manager (Mining), moving from T&S cadre toward management. It takes years and effort — but the ladder exists and is transparent. Seniority plays a role, performance plays a role, and clearing internal examinations accelerates promotion. Many Coal India executives started as Sirdars.
DGMS exam kitna tough hota hai?
Honestly, it's not easy. The DGMS Mining Sirdar exam tests mining laws (Coal Mines Regulations), safety procedures, ventilation, explosives handling, first aid. The pass rate isn't 90%. But it's also not an IIT-JEE level conceptual exam — it's practically oriented, and if you've spent time in a mine during your training period, the material clicks. People who fail once often pass in the second or third attempt. Preparation resources are available through DGMS itself and mining institutes.
Selection ke baad training hoti hai?
Yes. After selection and joining, MCL conducts induction training. This covers company policies, safety systems, MCL-specific procedures. For technical posts, there may be mine-specific orientation as well. Training period varies but is typically a few weeks to months before full deployment.
Jr Hindi Translator ke liye kya chahiye?
Master's degree in Hindi with English as a subject at graduation level — or Master's in English with Hindi at graduation level. Age 18-30 (OBC +3, SC/ST +5). 6 posts only. No DGMS certificate needed. The pay scale is Rs. 28,000–80,000 IDA. Good opportunity for Hindi/English literature graduates who want a PSU job without a technical background. CBT will include Hindi translation and language skills testing.
