The One Requirement That Filters Most Applicants
Every year, Coal India subsidiary recruitments for HEMM Operator posts attract hundreds of thousands of applications — and a large portion of those applications are rejected at document verification. The reason is almost always the same: the applicant had the 10th marks but not a valid Heavy Motor Vehicle (HMV) driving licence.
For every single HEMM Operator post in NCL's 577-vacancy recruitment — Dumper, Dozer, Surface Miner, Grader, Pay Loader, Crane — a valid Heavy Motor Vehicle licence is mandatory at the time of submitting your online application. NCL checks the DL number online. If your licence is LMV (Light Motor Vehicle), Motorcycle, or even MCWG (Motorcycle With Gear), it will not be accepted. No exceptions, no alternative documents.
This single requirement changes the competitive picture completely. Among the total number of 10th-pass applicants who meet the marks and age criteria, only those holding a valid HMV licence can apply. That fraction is significantly smaller than the raw eligible population. In practice, the effective competition for NCL HEMM posts is much lower than the total application count will suggest.

Age Limit — Reference Date is 01 May 2026
Your age is calculated as of the last date of application — 01 May 2026. Both minimum and maximum age are measured on this date.

NCL does not grant age relaxation beyond the above for departmental employees applying to the same level post, or for candidates with prior industry experience. The categories and their limits are fixed per the DOPT/CIL guidelines.
Educational Qualification — Post by Post
Group A — HEMM Operator Trainee (All Posts: Dumper, Dozer, Surface Miner, Grader, Pay Loader, Crane)
Matriculation or equivalent (Class 10 / SSC / High School) from a recognized board. Minimum marks required:
- UR / EWS: 55% in aggregate
- OBC (Non-Creamy Layer): 50% in aggregate
- SC / ST: 45% in aggregate
Plus: Valid Heavy Motor Vehicle (HMV) / Transport Driving Licence. This is mandatory — not optional, not substitutable.
A note on "aggregate": NCL's notification refers to aggregate marks in the 10th board exam. If your board reports percentage directly, use that. If your board uses CGPA, convert using the standard formula (CGPA × 9.5). Results declared as Pass/Satisfactory without marks are not acceptable for this post — you need a marksheet with numeric grades or percentage.
Group B — Paramedical Staff
Staff Nurse (47 posts): Matriculation + B.Sc Nursing (4-year course) from a recognized university, OR GNM (General Nursing and Midwifery) Diploma from a recognized institute. Valid registration with State Nursing Council or Indian Nursing Council is mandatory. Registration must be current — an expired registration is not accepted.
Pharmacist (4 posts): Matriculation + Diploma in Pharmacy (D.Pharma, 2 years) from a recognized institute. Valid registration with State Pharmacy Council mandatory.
Technician Pathological (12 posts): Matriculation + Diploma in MLT (Medical Lab Technology) or equivalent from a recognized institute.
Physiotherapist (4 posts): Matriculation + Diploma in Physiotherapy from a recognized institute. Some NCL notifications have accepted BPT (Bachelor of Physiotherapy) as well — check the official notification carefully for this cycle.
Technician Radiographer (3 posts): Matriculation + Diploma in Radiography / Medical Imaging Technology from a recognized institute. Valid AERB registration may be required.
Technician Dental (2 posts): Matriculation + Diploma in Dental Hygienist / Dental Mechanics from a recognized Dental Council-affiliated institute.
Jr. Technician ECG (2 posts): Matriculation + relevant Diploma in Cardiac Technology / ECG Technician course from a recognized institute.
Technician Refraction/Optometry (1 post): Matriculation + Diploma in Optometry or Refraction Technology from a recognized institute.
Group C — Overseer Civil (30 posts)
Matriculation + 3-year Diploma in Civil Engineering from a recognized polytechnic or technical institute (AICTE-affiliated). No prior work experience required. Fresh diploma holders are eligible.
HMV Licence — What Counts and What Doesn't
The licence category that qualifies for HEMM Operator posts is Heavy Motor Vehicle (HMV) or Transport Vehicle. In the Indian licence system, this is the class that authorizes driving vehicles with GVW above 7,500 kg.
Licences that do NOT qualify: LMV (Light Motor Vehicle), MCWG (Motorcycle With Gear), MC (Motorcycle), LMV-NT (Light Motor Vehicle – Non Transport). These are the most common DL types and they are explicitly insufficient.
Your HMV licence must be valid as on the date of application (01 May 2026). A licence that has expired, is under renewal, or was recently issued but not yet updated in the RTO database will create problems at document verification. Verify your DL status on parivahan.gov.in before submitting your application.
There is no requirement that your HMV licence be from any specific state. A licence issued by any state's RTO is acceptable as long as it is a valid HMV endorsement.
Departmental / Internal Candidates
Existing NCL and CIL group employees who apply as departmental candidates need to submit a No Objection Certificate from their department head. The notification mentions that departmental candidates are exempt from the application fee. Application Fee and Payment
General / OBC / EWS: Rs.1,180/- (Rs.1,000 base + 18% GST). Payment is online only — Net Banking, Debit Card, Credit Card, or UPI. Cash payment at any center is not available.
SC / ST, PwBD (Divyang), Ex-Servicemen, and existing NCL/CIL departmental employees: Nil (complete fee exemption).
Female candidates: The notification does not explicitly list a female fee exemption. Check the official notification at nclcil.in for the latest position — CIL subsidiaries occasionally revise fee structures between advertisement and form release.
Work Location — Singrauli and Sonbhadra
All posts under this recruitment are for deployment in NCL's operational area — Singrauli district in Madhya Pradesh and Sonbhadra district in Uttar Pradesh. These are not transferable-across-India postings the way central government jobs can be. NCL's operations are concentrated in this coalfield belt. If you are selected, this is where you work — and where NCL's townships, schools, and hospitals are located. Candidates who are comfortable with Singrauli/Sonbhadra as a base location should have no hesitation. Those who need to be in a specific city for family reasons should factor this in.
Selection After Eligibility — What Happens
After document scrutiny confirms your eligibility, selection proceeds in order: CBT score → Document Verification → Medical Examination. There is no personal interview in this recruitment. Your CBT score within your post and category determines your rank in the merit list. NCL will publish cut-offs post-result. OBC-NCL vs OBC — A Distinction That Rejects Applications
NCL's recruitment notifications specify OBC (Non-Creamy Layer) — abbreviated as OBC-NCL in many forms. This is not the same as just holding an OBC caste certificate. The Non-Creamy Layer condition means your family's annual income must be below the prescribed threshold (currently Rs.8 lakh per year as per the latest government notification). If your family's income exceeds this, you are in the Creamy Layer and must apply as General/UR category even if your caste is listed in the OBC list.
A common error: candidates who hold an older OBC certificate that does not specifically mention Non-Creamy Layer status. NCL document verification teams reject such certificates. Your OBC-NCL certificate must be issued by the competent authority (Sub-Divisional Officer or above) and must be dated within 1 year of the application deadline — not older. If your certificate is 2 years old, get a fresh one before applying.
Physical Fitness — What the Medical Examination Covers
After CBT and document verification, selected candidates go through a medical examination. For HEMM Operator posts, the medical standards are more rigorous than for clerical roles because you are operating heavy machinery in a physically demanding environment.
Key medical parameters for HEMM Operators:
- Vision: Unaided distant vision must meet minimum standards. Colour blindness is typically disqualifying for vehicle operator roles — a candidate who cannot distinguish red and green signals is a safety risk.
- Hearing: Ability to hear verbal instructions and warning alarms without aids
- Physical fitness: No condition that impairs sustained concentration over an 8-hour shift — conditions like uncontrolled epilepsy or severe vertigo are disqualifying
- Blood pressure and cardiac health: Checked as part of the standard examination
If you have a pre-existing medical condition that you are concerned about, consult a doctor and get a clearance letter before applying — not after getting shortlisted. It saves time and fee if the condition is likely to disqualify you.
Experience Certificate — What Format NCL Accepts
HEMM Operator posts do not require prior work experience for eligibility — the HMV licence is the practical experience proxy. However, for Paramedical and Overseer posts, if you have work experience that you want to claim on the application form, the certificate must be on the employer's official letterhead, signed by an authorised signatory (HR Manager or above), stating the designation, period of employment (from date to date), and nature of work. Handwritten certificates on plain paper are not accepted. Self-employment certificates are not accepted for this type of recruitment.
10th Board Marks — State Board vs CBSE vs NIOS
NCL accepts Matriculation from any recognized board — State Boards (UP Board, MP Board, Bihar Board, etc.), CBSE, ICSE, NIOS (National Institute of Open Schooling). If you passed through NIOS or State Open School, your marksheet is valid provided the board is recognized by the Association of Indian Universities. Some open school certificates list grades rather than percentages — in that case, NCL's form typically has guidance on grade conversion. Can You Apply for Multiple Posts?
NCL's notification specifies whether candidates can apply for more than one post or only one. In most CIL subsidiary recruitments at this level, you can apply for one post per application. If you are eligible for both Dumper Operator and Overseer Civil (which would require different qualifications — 10th+HMV for Dumper, 10th+Civil Diploma for Overseer), you would need to submit separate applications and pay separate fees. Read the specific notification clause carefully before paying twice.
