The SSC Selection Post Phase 14 is open to candidates from three different education levels — and each level has its own age limit, post-specific requirements, and salary. Ex-Servicemen get relaxation equal to their service period + 3 years, subject to a maximum upper age limit of 45 years for UR, 48 for OBC, and 50 for SC/ST.
Nationality Requirements
The candidate must be one of the following:
- A citizen of India, OR
- A subject of Nepal, OR
- A subject of Bhutan, OR
- A Tibetan refugee who came to India before 1 January 1962 with the intention of permanently settling in India, OR
- A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India
For Nepal/Bhutan subjects and others in the last two categories, a certificate of eligibility issued by the Government of India is required.
OTR — One Time Registration (Mandatory)
This is the step most first-time applicants miss. You cannot apply for SSC Selection Post Phase 14 without completing OTR. OTR is a one-time profile registration on ssc.gov.in that creates your permanent SSC candidate account.
Steps to complete OTR:
- Visit ssc.gov.in → click "Register" (New Candidate Registration)
- Enter your mobile number and email ID — both must be valid and accessible
- Fill basic details: name, date of birth, category, education
- Upload photo (JPG, 20–50 KB, white background) and signature (JPG, 10–20 KB)
- Submit — you'll get a Registration ID and Password

Post-Specific Eligibility — The Fine Print
The Phase 14 vacancy list has posts from dozens of departments. Some posts at the Graduate level have specific discipline requirements beyond just a bachelor's degree:
- Scientific/Technical posts (DRDO, NITs, CSIR): Many require B.Sc. or B.E./B.Tech in a specific discipline (Physics, Chemistry, Electronics, Computer Science). A B.Com or B.A. graduate does not qualify for these posts even though they are in the Graduate category.
- Accounts-related posts: Some specify B.Com or Accountancy background.
- General posts: "Any graduation" — no stream restriction. These are the safest for most candidates.
- Matric and HS level: Generally no stream restriction — any 10th/12th pass candidate qualifies regardless of subjects.

What Disqualifies You
- Wrong degree stream: Applying for a B.Sc. Physics post with a B.A. degree — disqualified at DV.
- Overage/underage: If you turn 26 before 01 August 2025 and are applying for Matric Level as UR, you're ineligible.
- Two simultaneous registrations: Creating two OTR profiles is a ground for rejection.
- Incomplete documents at DV: Not having original certificates of educational qualification, caste certificate (if applicable), or age proof (10th marksheet).
- Skill test failure: For posts requiring typing — failing the qualifying skill test removes you from selection even if your CBT score is high.
Common Eligibility Mistakes to Avoid
Every phase sees a significant number of candidate rejections at Document Verification for avoidable reasons. The top mistakes:
- Forgetting the age reference date: Age is not calculated on the date of application or exam — it is fixed as on 01 August 2025. Candidates who calculate from the notification date or exam date frequently make errors. Calculate carefully: if your birthdate is 02 August 1997, you are 27 years and 364 days old on 01 August 2025 — eligible for HS level. If born on 01 August 1997, you are exactly 28 — one year over for HS UR.
- OBC NCL certificate expiry: OBC NCL certificates have validity periods (typically financial year-based). An expired certificate will not be accepted at DV. Ensure yours is valid and in the current financial year format before the DV date.
- Not reading post-specific conditions: Some posts in Phase 14 list "desirable qualifications" or experience requirements beyond just a degree. While desirable qualifications don't disqualify you from applying, not having them may affect your ranking in cases where SSC uses them as a tiebreaker.
- Applying at the wrong level: A graduate student who applies at HS level (perhaps thinking competition is lower) will end up with a lower-paying post if selected. The CBT is the same — always apply at your highest eligible level.
How the Selection Process Works After CBT
Clearing the CBT is the hard part. After that, the process for most posts is straightforward:
- CBT: All eligible candidates appear. SSC prepares merit lists separately for each post code based on CBT scores.
- Skill Test (if applicable): Candidates shortlisted for DEO/LDC type posts must clear the typing test. It is qualifying — pass or fail. No marks added.
- Document Verification (DV): Candidates provisionally selected based on CBT/skill test merit are called for DV. All original documents must be produced. If any document is missing or invalid, the candidature is cancelled.
- Medical Examination: For some posts (particularly those under MHA, Defence establishments), a medical fitness test is required. Standard central government medical norms apply.

What No Other Site Tells You: The Eligibility Strategy
Here's the part that Adda247 and Testbook articles leave out: if you're a graduate, you should apply only at the Graduate level — not at HS or Matric level, even if you technically also hold a 12th pass certificate. Applying at a lower level means competing for lower-paying posts. The CBT is the same exam regardless of level.
More importantly: within the Graduate level, filter posts by your degree stream. If you're a B.Tech in Electronics, your target posts are DRDO Scientific Assistants, CSIR technical posts, NIT lab posts — all Level 6–7. If you're a B.Com graduate, target accounts-related posts at the same pay level. Generic applications without filtering lead to getting allocated a Level 5 post in a remote Z-city when a Level 7 Y-city post was available in your exact discipline.

Frequently Asked Questions
If I have a graduation degree, can I apply at the Matric or HS level too?
Technically, you may be eligible for lower levels (you hold higher qualification), but you should apply only at Graduate level. Higher education does not bar you from lower-level posts, but there is no benefit — you'll compete for lower-paying posts. Apply at your highest eligible level to maximise your potential salary.
Is OTR registration different from the Phase 14 application?
Yes. OTR is a one-time account creation on ssc.gov.in — done once, valid for all future SSC exams.
