If you hold an MA, MSc, MCom, MTech or a PhD and you are looking at faculty adverts, you have probably seen the same line again and again: "qualifications as per UGC norms". It sounds simple. It is not. Behind that line sit a 2018 UGC regulation, four amendments, a separate rulebook for engineering colleges, and institute-specific rules at NITs and IIMs that are often stricter than UGC. Candidates lose good chances every year because they read the advert's first page, assume they qualify, and miss a condition hidden on page six.
This guide explains who can become an Assistant Professor in India in 2026, and how to check it yourself before you pay an application fee. We read the UGC Minimum Qualifications Regulations, 2018 (the Gazette text), the UGC 2nd, 3rd and 4th Amendment Regulations (2023 and 2024), the UGC public notice of 27 March 2024 on NET categories, the AICTE (Degree) Regulations, 2019, the draft UGC Regulations, 2025, and nine live faculty adverts from our listings: NIT Mizoram, NLSIU Bengaluru, Bhattadev University, IIM Bodh Gaya, MANUU, IUST Kashmir, Gurucharan University, Panjab University and MITS Gwalior. Every rule below comes from those documents, with the page where you can find it. Where something is our advice and not an official rule, we say so.
At a glance: who is eligible for Assistant Professor
| Stream / institution type | Minimum degree | Marks | NET / SET / PhD | Notes |
|---|---|---|---|---|
| Arts, Commerce, Humanities, Social Sciences, Sciences, Languages, Law, Education, Journalism, Library Science (universities and colleges under UGC) | Master's in the concerned, relevant or allied subject | 55% (50% for SC/ST/OBC non-creamy layer/PwD) | NET (UGC or CSIR) or SLET/SET, or a PhD awarded under the UGC 2009 or 2016 PhD Regulations | UGC 2018, clause 4.1 I(A). SET counts only in that state. |
| Same streams, foreign PhD | PhD from a university ranked in the top 500 of QS, THE or ARWU (at any time) | Clause 3.4 makes 55% at Master's essential for all direct recruitment | Not needed | UGC 2018, clause 4.1 I(B). Equivalence certificate is usually asked. |
| Engineering / Technology (AICTE institutions) | BE/BTech/BS and ME/MTech/MS (or integrated MTech) in the relevant branch | First class or equivalent in any one of the two degrees | Not required by AICTE 2019 for entry level | AICTE 2019, clause 5.1(a). Many institutes add a PhD of their own. |
| Management (AICTE) | Bachelor's + MBA/PGDM/CA/ICWA/MCom | First class or equivalent | Not in AICTE 5.1(b); UGC-route adverts may ask NET/PhD | Plus 2 years' professional experience after the Master's. |
| NITs (Grade-II, Level 10) | PhD (per NIT Statutes, Schedule E) | As per the advert | PhD is the essential qualification | NIT Mizoram asks for the PhD degree certificate or award notification. |
| IIMs (Grade II, Level 10) | Fresh PhD (viva done, provisional award accepted at IIM Bodh Gaya) | First class (min 60%) in Class X, XII, Graduation and Master's | PhD | 5% relaxation SC/ST/PwD, 3% OBC at IIM Bodh Gaya. |
| Contract or guest posts in UGC universities | Same as regular | Same as regular | Same as regular | UGC 2018, clause 13.0: qualifications and selection procedure must be the same. |
Read this first: five things most candidates get wrong
1. PhD is not mandatory for UGC universities any more, but NET or a valid PhD is
The 2018 Regulations originally said (clause 3.10) that a PhD would be mandatory for direct recruitment as Assistant Professor in universities from 1 July 2021. That clause no longer stands. The UGC 2nd Amendment Regulations, 2023, in force from 1 July 2023, replaced it with: "NET/SET/SLET shall be the minimum criteria for the direct recruitment to the post of Assistant Professor for all Higher Education Institutions." The same amendment deleted the 2021 version of clause 3.10.
The PhD exemption has not gone away. Clause 3.3 still says that a PhD awarded under the UGC PhD Regulations of 2009 or 2016 exempts you from NET/SLET/SET. So in practice, under UGC rules you need either NET/SET or a regulation-compliant PhD, on top of a 55% Master's. A PhD alone, without NET, is enough when it was awarded under those regulations. That is exactly how the NLSIU, Gurucharan University, MANUU and IUST adverts word it.
2. "NET qualified" does not always mean "eligible for Assistant Professor"
Since June 2024, NET results come in three categories, per the UGC public notice dated 27 March 2024. Category 1: JRF + Assistant Professor + PhD admission. Category 2: Assistant Professor + PhD admission (no JRF). Category 3: PhD admission only, and the notice says in plain words that it is "not for the award of JRF or appointment as Assistant Professor". If your scorecard says Category 3, you cannot use it to apply for a faculty post. Check the category on your certificate before you write "NET qualified" on a form.
3. SET works only in its own state
Clause 3.3 I of the 2018 Regulations: SLET/SET is valid as minimum eligibility for direct recruitment only in universities, colleges and institutions of the respective state. The MANUU advert repeats this rule. If you cleared the Assam SET and you are applying to IUST Kashmir, you need NET or a PhD. IUST's advert names "SLET/SET conducted by the UT of J&K" for this reason.
4. Contract posts follow the same eligibility, but pay is very different
UGC clause 13.0 says contract teachers must have the same qualifications and go through the same selection procedure as regular teachers, and their fixed pay "should not be less than the monthly gross salary of a regularly-appointed Assistant Professor". In the adverts we read, the reality varies widely. NIT Mizoram's contract Assistant Professor Grade-II posts are on Pay Level 10. MANUU's contractual CDOE posts pay "not exceeding ₹50,000 per month". Panjab University's guest faculty in Law get ₹1,500 per lecture, capped at ₹50,000 a month. Eligibility is the same in all three; the money and security are not.
5. "Meeting the minimum" does not get you an interview
NIT Mizoram, NLSIU, IIM Bodh Gaya, IUST and Bhattadev all say that meeting minimum qualifications does not entitle you to an interview. IUST says it will ordinarily shortlist 20 candidates for one post and 5 for every additional post. NIT Mizoram says it may set criteria higher than the essential qualifications. Your shortlisting score, not just your eligibility, decides whether you get a call.
The UGC rule in detail
The 55% rule
Clause 3.4 of the 2018 Regulations makes 55% marks at the Master's level (or an equivalent grade on a point scale) the essential qualification for direct recruitment at any level. Three details matter:
- Relaxation of 5% at both Bachelor's and Master's level for SC, ST, OBC (non-creamy layer) and Persons with Disabilities (the listed categories). So 50% is the floor for these candidates.
- No grace marks. The 55% and the relaxation apply "based only on the qualifying marks without including any grace mark procedure".
- Pre-1991 rule. PhD holders who got their Master's before 19 September 1991 need 50%, not 55% (clause 3.5).
Watch the advert, because institutions sometimes write their own version. NLSIU's Appendix A gives the 5% relaxation to SC, ST and differently-abled candidates and does not list OBC. IUST lists SC/ST/OBC non-creamy layer. Panjab University's guest faculty notice says "50% marks in case of SC/ST". Apply under the wording of the advert you are answering, and if it looks narrower than UGC, ask the institution in writing before the deadline.
Grades instead of percentage
Clause 3.6 accepts a grade regarded as equivalent to 55%. The conversion depends on the university and the advert. IUST prints a seven-point scale where grade "B" (3.50 to 4.49) is treated as 55%. MITS Gwalior prints a CGPA table where 6.75 equals 60% and 6.25 equals 55%, and says 60% aggregate counts as first class where no class is awarded. If your marksheet only has CGPA, keep your university's official conversion certificate ready.
PhD before 11 July 2009
If you registered for your PhD before 11 July 2009, the NET exemption applies only if all five conditions hold (clause 3.3 I and 4.1 I(A)): the PhD was awarded in regular mode; the thesis was evaluated by at least two external examiners; an open viva was held; you published two papers from the PhD work, at least one in a refereed journal; and you presented two papers from it at conferences sponsored or supported by UGC, ICSSR, CSIR or a similar agency. The Registrar or Dean (Academic Affairs) of your university must certify this.
IUST goes further: every PhD holder must submit a certificate from their university that the PhD complies with the UGC 2009 PhD Regulations, or "their Ph.D. degree shall not be considered". Get this certificate from your university early; it can take weeks.
Disciplines without NET
Clause 3.3 II: where NET/SLET/SET is not conducted for a discipline, it is not required. This mainly helps candidates from newer or niche subjects. Do not assume it applies to you; check the subject list of the latest NET.
Engineering, management and pharmacy: AICTE norms
The 2018 UGC Regulations themselves say (clause 1.1) that for technical education, medicine, agriculture, teacher education and similar fields, the norms of the relevant statutory regulator prevail. For degree-level technical institutions that is the AICTE (Degree) Regulations, 2019, published in the Gazette on 1 March 2019.
Clause 5.1 of the AICTE Regulations sets the entry qualification for Assistant Professor (Level 10, entry pay ₹57,700):
- Engineering/Technology: BE/BTech/BS and ME/MTech/MS or integrated MTech in the relevant branch, with first class or equivalent in any one of the degrees.
- Management: Bachelor's in any discipline and MBA/PGDM/CA/ICWA/MCom with first class or equivalent, plus two years' professional experience after the Master's.
- Pharmacy: BPharm and MPharm in the relevant specialisation, first class in either.
- Architecture: BArch and MArch (first class in either) with two years' professional experience, or BArch first class with five years.
AICTE does not ask for NET at this level. But individual institutes often add a PhD. MITS Gwalior, a deemed university, asks for BE/BTech + ME/MTech with first class in either and a PhD, plus at least two papers in SCI/Scopus/Web of Science journals. It also lets candidates who will complete their PhD by 31 March 2027 apply. IUST follows the AICTE wording for its engineering departments but asks for a PhD with first class in all preceding degrees for its skill-development (KAST) posts. Same job title, very different bar.
NITs and IIMs set their own, higher bar
NITs recruit under Schedule E of the NIT Statutes (Gazette No. 651, 24 July 2017) and the 2023 amendment, as the NIT Mizoram advert explains. The advert lists a "Ph.D. Degree Certificate or Notification of Ph.D. award issued by the authorized signatory (not the mentor/Supervisor/Head of the Department)" as the essential qualification. You also fill a Credit Point Calculation Sheet (Parts I to III). NIT Mizoram counts experience only from listed "institutions of repute", and it normally does not consider candidates whose PhD is from NIT Mizoram itself unless three years have passed (its in-breeding policy).
IIM Bodh Gaya's Assistant Professor Grade II (Level 10) asks for a fresh PhD (candidates who have finished the viva with a provisional award may apply) and first class, minimum 60%, in Class X, Class XII, graduation and the Master's. Relaxation is 5% for SC/ST/PwD and 3% for OBC. Only papers in ABDC-listed journals count for shortlisting. If your Class X marks were 58%, this post is closed to you, however strong your PhD.
What about the "UGC Regulations 2025"?
UGC published a draft UGC (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff) Regulations, 2025 for feedback. It proposes, among other things, that a 4-year UG degree with 75% plus a PhD, or a PG degree with 55% plus NET, or an ME/MTech with 55%, could qualify for Assistant Professor (Level 10), and that the subject of your PhD or NET could decide your eligible subject. When we checked UGC's regulations page on 7 November 2026, the latest notified teacher-qualification regulation listed was the 4th Amendment of 2024; the 2025 text appeared only as a draft. Until UGC notifies it in the Gazette, treat it as a proposal. Adverts in 2026, including Bhattadev's, still refer to the 2018 Regulations.
Regular, contract and guest posts compared
| Type | Real example from our listings | Eligibility | Pay | Tenure |
|---|---|---|---|---|
| Regular (permanent) | NLSIU Assistant Professor (Law), Notification 20/2026 | UGC 2018 (Appendix A) | Level 10, VII CPC | Till 65, confirmed after two years' probation |
| Regular (state university) | Gurucharan University Adv. 02/2026 | UGC 2018 | ₹57,700–1,82,400 (Level 10) | Temporary until confirmed after minimum one year's probation |
| Contract (institute) | NIT Mizoram Assistant Professor Grade-II (On Contract) | NIT Statutes, PhD | Level 10 | Contract, per institute terms |
| Contractual short-term | MANUU CDOE walk-in (Management, Social Work, Education) | UGC 2018 text, Urdu knowledge compulsory | Not exceeding ₹50,000 a month | Purely temporary |
| Guest faculty | Panjab University, Department of Laws | Master's 55% + UGC-NET or PhD in Law | ₹1,500 per lecture, max ₹50,000 a month | Teaching LLB/LLM classes; no fellowship to be drawn meanwhile |
One rule worth knowing if you take a contract job now and apply for a regular post later: clause 10(f) of the 2018 Regulations counts previous ad-hoc, temporary or contract service for direct recruitment and promotion only if the post needed qualifications not lower than UGC's, you were selected by a properly constituted selection committee, and your gross pay was not less than a regular Assistant Professor's. Clause 10(e) says service as a guest lecturer, for any duration, does not count. Keep your appointment letter and selection committee details from every contract job.
Pay levels
The AICTE Regulations (Table 1) give the academic levels for degree institutions, and the UGC Regulations use the same level names for promotion under the Career Advancement Scheme:
| Designation | Academic Level | Entry pay (AICTE Table 1) | How you get there |
|---|---|---|---|
| Assistant Professor | 10 | ₹57,700 | Direct recruitment |
| Assistant Professor (Senior Scale) | 11 | ₹68,900 | Promotion |
| Assistant Professor (Selection Grade) | 12 | ₹79,800 | Promotion (PhD mandatory in universities, UGC clause 3.9) |
| Associate Professor | 13A | ₹1,31,400 | Promotion or direct recruitment |
| Professor | 14 | ₹1,44,200 | Promotion or direct recruitment |
Adverts from Gurucharan University, Bhattadev University and MITS Gwalior print the Level 10 range as ₹57,700 to ₹1,82,400. IIM Bodh Gaya prints its own table: Assistant Professor Grade II at Level 10 runs ₹57,700 to ₹98,200 with an entry pay of ₹84,700. Allowances such as DA and HRA are added as per each institution's rules; we have not quoted take-home figures because no advert we read gives one.
How selection works
Step 1: screening and the academic score
For UGC universities and colleges, shortlisting for interview uses Appendix II, Table 3A (universities) or Table 3B (colleges). The score is used only for shortlisting; the final selection is based only on interview performance (note under clause 4.1 I). The old API (Academic Performance Indicator) system now appears in the 2018 Regulations only for pending promotion cases, not for direct recruitment.
| Item | Universities (Table 3A) | Colleges (Table 3B) |
|---|---|---|
| Graduation 80%+ / 60–80% / 55–60% / 45–55% | 15 / 13 / 10 / 5 | 21 / 19 / 16 / 10 |
| Post-graduation 80%+ / 60–80% / 55% (50% reserved)–60% | 25 / 23 / 20 | 25 / 23 / 20 |
| MPhil 60%+ / 55–60% | 7 / 5 | 7 / 5 |
| PhD | 30 | 25 |
| NET with JRF / NET / SLET-SET | 7 / 5 / 3 | 10 / 8 / 5 |
| Research publications (2 marks each, peer-reviewed or UGC-listed) | max 10 | max 6 |
| Teaching / post-doctoral experience (2 marks per year) | max 10 | max 10 |
| Awards: international/national / state | 3 / 2 (max 3) | 3 / 2 (max 3) |
MPhil plus PhD together are capped (30 in 3A, 25 in 3B), and so are JRF/NET/SET (7 in 3A, 10 in 3B). The number called to interview is left to the university or college. IUST prints this exact table in its advert. Work out your own score before you apply: it tells you honestly where you stand.
Step 2: seminar or teaching demonstration
Clause 6.0 I lets universities assess teaching and research aptitude "through a seminar or lecture in a classroom situation or discussion on the capacity to use the latest technology" at the interview stage. It is optional for the university, so check your interview letter. NIT Mizoram's selection includes a presentation (it reimburses travel "for attending the presentation and interview"). MITS Gwalior may hold a written test.
Step 3: the selection committee interview
For a university Assistant Professor post, clause 5.1 I sets the committee: the Vice-Chancellor or nominee as chair, an academic nominated by the Visitor or Chancellor, three subject experts, the Dean, the Head of Department, and an academic from the SC/ST/OBC/minority/women/differently-abled categories when such candidates apply. The quorum is four, including two outside experts. Colleges have a parallel committee led by the governing body chair (clause 5.1 V).
Step 4: probation
UGC sets a minimum probation of one year, extendable by one more year (clause 11.1). NLSIU and IIM Bodh Gaya state two years' probation; NIT Mizoram states one year.
How to read a faculty advert, line by line
- Find the governing rule. "As per UGC norms" (Bhattadev), "Schedule E of NIT Statutes" (NIT Mizoram), "AICTE/UGC regulations" (MITS) or the institute's own (IIM). This tells you which section of this guide applies.
- Read the reservation column and roster point. Bhattadev prints each post with its category and roster point, for example Botany "UR (PWD) (R.P.-19)" and Economics "OBC/MOBC (R.P.-88)". A UR (PwD) post is for a candidate with a disability; an OBC/MOBC post is for that category. State universities follow the state's reservation list (Assam's includes ST(P), ST(H) and MOBC; Jammu & Kashmir's includes RBA and ALC/IB at IUST). Central institutions follow Government of India rules.
- Find the "as on" date. NIT Mizoram says age, qualifications, experience and papers are counted as on the last date, 30 November 2026, 5 PM, and "any of the achievements beyond this date will not be considered". MITS and IUST say the same for qualifications and experience. A paper accepted the day after the deadline does not count.
- Note two deadlines, not one. Many adverts want an online form and then a hard copy. IUST: online by 2 December 2026, hard copy by 7 December 2026, 4 PM, and missing the hard copy makes the application "liable to rejection". Gurucharan: online by 21 November 2026, 5 PM, hard copy within seven days (by 28 November 2026), with documents serially numbered. Bhattadev: online by 9 December 2026, two sets of hard copies by 16 December 2026 in an envelope marked "Application for the Post of …".
- Check the score or credit sheet. NIT Mizoram needs a Credit Point Calculation Sheet. Panjab University needs the application form plus "template pages 1 to 11". IUST asks for a CV that lists each publication with journal, volume, pages, year, ISSN/ISBN and authorship, because it uses these to verify your research score.
- Look for who signs the experience certificate. Gurucharan accepts experience certificates only from the Registrar, Principal or Director, not from a Head of Department or Dean. NIT Mizoram wants dates in DD/MM/YYYY, nature of duties and pay level.
- Check the fee and how to pay. NIT Mizoram: ₹1,000 (General/OBC), ₹500 (SC/ST), women and PwD exempt. Bhattadev: ₹3,000 (SC/ST ₹2,000). MITS: a demand draft of ₹2,950 (₹1,770 for SC/ST of MP domicile). Gurucharan: ₹1,500 (₹750 SC/ST).
- Read the NOC rule. If you are employed, NIT Mizoram, NLSIU, Gurucharan, Bhattadev and MITS all ask for an NOC or an application through proper channel. Bhattadev says that without it you "will not be called for interview, even if eligible".
- Know where corrigenda appear. NIT Mizoram, IUST and IIM Bodh Gaya post changes only on their own websites. Check the site again a week before the deadline.
Documents to keep ready
| Document | Why it matters |
|---|---|
| Class X certificate | NIT Mizoram accepts only the matriculation certificate as date-of-birth proof |
| All marksheets (UG, PG, semester-wise) and degree certificates | 55%/first class is checked on the marksheet, not the degree |
| CGPA-to-percentage conversion from your university | Needed when your marksheet shows only grades |
| NET/SET certificate showing your category | Category 3 (PhD only) does not make you eligible |
| PhD degree or award notification, plus a UGC-regulation compliance certificate | IUST rejects the PhD without it; NIT Mizoram wants the award signed by an authorised officer |
| Caste / EWS / PwD certificate in the prescribed format | NIT Mizoram wants an OBC-NCL certificate issued after 1 April 2026; PwD needs at least 40% disability |
| Experience certificates with dates, pay level and duties | Signed by the right authority |
| Publication list with full details, plus copies | For Table 3A/3B scores and credit points |
| NOC, integrity and vigilance certificates (if employed) | Asked at interview by NIT Mizoram |
| AIU equivalence certificate (foreign degrees) | Asked by NIT Mizoram and IUST |
Common mistakes
- Counting grace marks. UGC does not allow grace marks to reach 55%.
- Using a SET from another state. It counts only in the state that conducted it.
- Claiming a PhD-only NET. Category 3 NET is for PhD admission, not teaching.
- Counting PhD years as experience. Clause 3.11 says the time taken to get an MPhil or PhD is not teaching or research experience; IUST repeats this.
- Forgetting the hard copy. The online form alone is not enough at IUST, Gurucharan or Bhattadev.
- Applying for the wrong roster post. A UR candidate applying to an OBC/MOBC roster point wastes the fee.
- Assuming IIM or NIT rules match UGC. They need a PhD; IIM Bodh Gaya also checks Class X and XII.
- Taking a guest job expecting it to count. UGC clause 10(e) excludes guest lecturer service when counting past service.

Frequently asked questions
Is a PhD compulsory for Assistant Professor in 2026?
Not under UGC rules for universities and colleges. Since 1 July 2023, NET/SET/SLET is the minimum criterion, and a PhD under the UGC 2009 or 2016 PhD Regulations exempts you from NET. But NITs, IIMs and many deemed or private institutes require a PhD under their own rules, so read the advert.
Can I apply with only a PhD and no NET?
Yes, for UGC-route posts, if your PhD was awarded under the 2009 or 2016 UGC PhD Regulations, or, for PhDs registered before 11 July 2009, if it meets all five conditions in clause 3.3. Some universities, like IUST, ask for a compliance certificate from your university.
I have 54.6% in my Master's. Does it round up to 55%?
The Regulations do not provide any rounding rule, and they bar grace marks. We could not find an official UGC document allowing rounding, so do not assume it. Ask the institution in writing before applying.
I am OBC. Is the minimum 50%?
Under UGC clause 3.4, yes, for OBC non-creamy layer, at both Bachelor's and Master's. But some adverts word it differently: NLSIU's Appendix A lists only SC, ST and differently-abled for the relaxation, and IIM Bodh Gaya gives OBC 3%, not 5%. Follow the advert and keep a current non-creamy-layer certificate.
My NET certificate says "eligible for PhD admission only". Can I apply?
No. Under the UGC notice of 27 March 2024, Category 3 is for PhD admission only and not for appointment as Assistant Professor.
Can I use my state SET for a central university in another state?
No. SLET/SET is valid only for institutions in the state that conducted it. Inside that state, the regulation treats it as valid for universities, colleges and institutions.
Is MTech enough for an engineering Assistant Professor post without PhD or NET?
Under AICTE 2019, BE/BTech plus ME/MTech in the relevant branch, with first class in either, is the entry qualification. NET is not asked. But MITS Gwalior, NIT Mizoram and others require a PhD as well, so the answer depends on the institute.
Does my contract or guest teaching count as experience later?
Contract or ad-hoc service counts under UGC clause 10(f) only if the qualifications matched UGC's, a proper selection committee selected you, and you were paid at least a regular Assistant Professor's gross salary. Guest lecturer service does not count (clause 10(e)).
Has the UGC 2025 regulation replaced the 2018 one?
Not as of 7 November 2026, as far as UGC's own regulations page shows. The 2025 text is a draft. Adverts we read in October and November 2026 still cite the 2018 Regulations.
What is the pay of a newly appointed Assistant Professor?
Academic Level 10, with entry basic pay of ₹57,700 per AICTE Table 1 (range ₹57,700–1,82,400 in the state university adverts we read), plus allowances. IIM Bodh Gaya's advert shows an entry pay of ₹84,700 at Level 10. Contract and guest posts may pay a fixed amount instead.
