SECL's 1,055 Grade C posts divide into three distinct qualification tracks. Two of the three — Mining Sirdar and Deputy Surveyor — require not just an educational certificate but a statutory certificate of competency issued by the Directorate General of Mines Safety (DGMS). You cannot perform the legal duties of a Mining Sirdar or Surveyor in an Indian coal mine without holding a valid DGMS certificate. No other government job at this scale has this kind of statutory prerequisite baked directly into the eligibility criteria.

What is DGMS and Why Its Certificate Matters
The Directorate General of Mines Safety is a statutory authority under the Ministry of Labour and Employment, Government of India. It regulates safety in all mines under the Mines Act 1952. For key underground mining roles, DGMS mandates that the individual hold a Certificate of Competency issued by DGMS itself — not just an educational degree or diploma.
If you are inside an underground mine as a Mining Sirdar and you do not have a valid DGMS Sirdarship Certificate, that is a statutory violation regardless of how much experience you have or what degree you hold. SECL cannot employ someone in the Sirdar role without this certificate — which is why it appears as a hard eligibility condition rather than a preferred qualification.

Post 1 – Mining Sirdar Eligibility in Detail
Educational Qualification
Matriculation or equivalent (10th pass) from a recognized Board. OR Diploma or Degree in Mining Engineering. The 10th pass condition allows candidates who came up through the mining workforce to qualify — you do not need a mining engineering degree to become a Sirdar if you have the DGMS certificate.
DGMS Sirdarship Certificate – Three Components
1. Sirdarship Certificate of Competency (Un-Restricted)
Issued by DGMS after passing the statutory examination conducted at DGMS regional offices. "Un-Restricted" means the certificate is valid for working in all types of mines — including gassy or fiery mines. A "Restricted" certificate limits you to non-gassy seams. SECL requires Un-Restricted specifically.
To appear for the Sirdarship exam, candidates typically need prior underground mining experience (usually as a mining worker, Helper-Mining, or Sirdar-II). The exam tests Mine Regulations, roof support, gas testing, ventilation, first aid, and general mine safety. DGMS conducts Sirdarship exams at regional offices in Dhanbad, Sitarampur, Udaipur, Kolkata, and other mining regions.
2. Gas Testing Certificate
A separate certificate for proficiency in testing mine atmospheres for dangerous gases (methane, CO, CO2, H2S). Obtained by passing a DGMS examination on the use of safety lamps and electronic gas detectors. This is a standalone certificate, separate from the Sirdarship certificate.
3. First Aid Certificate
A valid First Aid Certificate from St. John Ambulance, Red Cross, or a DGMS-recognized organization. Must be current (not expired at the time of document verification).
All three certificates — Sirdarship, Gas Testing, and First Aid — must be valid and submitted at document verification. Missing even one disqualifies an otherwise eligible candidate.

Age cut-off date is 08 April 2026 (notification date). Your age on that date determines eligibility. At 30 years maximum for General category, this is a younger-skewing recruitment — candidates who obtained their Sirdarship certificate in their mid-to-late 20s are the target pool.
Post 2 – Deputy Surveyor Eligibility in Detail
Educational Qualification
Matriculation (10th) OR Diploma/Degree in Mining Engineering OR Mine Surveying Engineering.
DGMS Surveyor's Certificate of Competency (Un-Restricted)
Similar to the Sirdarship certificate but for surveying functions. Issued by DGMS after passing the statutory Surveyor's exam — which tests mine plans, coordinate geometry, levelling, traversing, and DGMS plan regulations. Surveyor's certificate holders can legally prepare and certify the statutory mine plans required under Coal Mines Regulations.
43 posts for Deputy Surveyor makes this the smallest recruitment in the three posts. Competition for these 43 seats among qualified DGMS Surveyor certificate holders is intense — expect a very tight merit list.
Post 3 – Assistant Foreman Electrical Eligibility in Detail
Educational Qualification

- 3-year Diploma in Electrical Engineering from a government-recognized institute (AICTE-recognized institutions, state polytechnics)
No DGMS statutory certificate required. This makes Asst. Foreman Electrical the most accessible of the three Grade C posts — any fresh Electrical diploma holder aged 18–30 from a recognized polytechnic qualifies, with 435 vacancies available.
