SECL Grade C Eligibility 2026 – Qualification, Age Limit & DGMS Certificate Guide
SECL's 1,055 Grade C posts divide into three distinct qualification tracks. Two of the three — Mining Sirdar and Deputy Surveyor — require not just an educational certificate but a statutory certificate of competency issued by the Directorate General of Mines Safety (DGMS). You cannot perform the legal duties of a Mining Sirdar or Surveyor in an Indian coal mine without holding a valid DGMS certificate. No other government job at this scale has this kind of statutory prerequisite baked directly into the eligibility criteria.
This guide covers every eligibility condition for all three posts, with particular detail on the DGMS certification requirement that disqualifies many otherwise-capable applicants.
Post-wise Eligibility Overview
| Post | Vacancies | Education | Statutory Certificate | Other |
|---|---|---|---|---|
| Mining Sirdar | 577 | Matriculation / 10th | DGMS Sirdarship Certificate (Un-Restricted) + Gas Testing + First Aid | — |
| Deputy Surveyor | 43 | Matriculation / 10th | DGMS Surveyor's Certificate of Competency (Un-Restricted) | — |
| Asst. Foreman Electrical | 435 | Matriculation / 10th + Diploma in Electrical Engg. | None required | 3-year Govt-recognized Electrical Diploma |
What is DGMS and Why Its Certificate Matters
The Directorate General of Mines Safety is a statutory authority under the Ministry of Labour and Employment, Government of India. It regulates safety in all mines under the Mines Act 1952. For key underground mining roles, DGMS mandates that the individual hold a Certificate of Competency issued by DGMS itself — not just an educational degree or diploma.
If you are inside an underground mine as a Mining Sirdar and you do not have a valid DGMS Sirdarship Certificate, that is a statutory violation regardless of how much experience you have or what degree you hold. SECL cannot employ someone in the Sirdar role without this certificate — which is why it appears as a hard eligibility condition rather than a preferred qualification.

Post 1 – Mining Sirdar Eligibility in Detail
Educational Qualification
Matriculation or equivalent (10th pass) from a recognized Board. OR Diploma or Degree in Mining Engineering. The 10th pass condition allows candidates who came up through the mining workforce to qualify — you do not need a mining engineering degree to become a Sirdar if you have the DGMS certificate.
DGMS Sirdarship Certificate – Three Components
1. Sirdarship Certificate of Competency (Un-Restricted)
Issued by DGMS after passing the statutory examination conducted at DGMS regional offices. "Un-Restricted" means the certificate is valid for working in all types of mines — including gassy or fiery mines. A "Restricted" certificate limits you to non-gassy seams. SECL requires Un-Restricted specifically.
To appear for the Sirdarship exam, candidates typically need prior underground mining experience (usually as a mining worker, Helper-Mining, or Sirdar-II). The exam tests Mine Regulations, roof support, gas testing, ventilation, first aid, and general mine safety. DGMS conducts Sirdarship exams at regional offices in Dhanbad, Sitarampur, Udaipur, Kolkata, and other mining regions.
2. Gas Testing Certificate
A separate certificate for proficiency in testing mine atmospheres for dangerous gases (methane, CO, CO2, H2S). Obtained by passing a DGMS examination on the use of safety lamps and electronic gas detectors. This is a standalone certificate, separate from the Sirdarship certificate.
3. First Aid Certificate
A valid First Aid Certificate from St. John Ambulance, Red Cross, or a DGMS-recognized organization. Must be current (not expired at the time of document verification).
All three certificates — Sirdarship, Gas Testing, and First Aid — must be valid and submitted at document verification. Missing even one disqualifies an otherwise eligible candidate.
Age Limit for Mining Sirdar
| Category | Maximum Age (as on 08/04/2026) |
|---|---|
| General / UR / EWS | 30 years |
| OBC-NCL | 33 years |
| SC / ST | 35 years |
| PwBD (UR/EWS) — Asst. Foreman only | 40 years |
| Ex-Servicemen | Actual service + 3 years (Max 50 years) |
| Departmental Candidates (CIL/SECL employees) | No upper age limit |
Age cut-off date is 08 April 2026 (notification date). Your age on that date determines eligibility. At 30 years maximum for General category, this is a younger-skewing recruitment — candidates who obtained their Sirdarship certificate in their mid-to-late 20s are the target pool.
Post 2 – Deputy Surveyor Eligibility in Detail
Educational Qualification
Matriculation (10th) OR Diploma/Degree in Mining Engineering OR Mine Surveying Engineering.
DGMS Surveyor's Certificate of Competency (Un-Restricted)
Similar to the Sirdarship certificate but for surveying functions. Issued by DGMS after passing the statutory Surveyor's exam — which tests mine plans, coordinate geometry, levelling, traversing, and DGMS plan regulations. Surveyor's certificate holders can legally prepare and certify the statutory mine plans required under Coal Mines Regulations.
43 posts for Deputy Surveyor makes this the smallest recruitment in the three posts. Competition for these 43 seats among qualified DGMS Surveyor certificate holders is intense — expect a very tight merit list.
Post 3 – Assistant Foreman Electrical Eligibility in Detail
Educational Qualification
- Matriculation / 10th pass from a recognized Board
- 3-year Diploma in Electrical Engineering from a government-recognized institute (AICTE-recognized institutions, state polytechnics)
No DGMS statutory certificate required. This makes Asst. Foreman Electrical the most accessible of the three Grade C posts — any fresh Electrical diploma holder aged 18–30 from a recognized polytechnic qualifies, with 435 vacancies available.

Distance mode diploma does not qualify. Regular (full-time/part-time at the institute) diploma is required.
Why Asst. Foreman Electrical Has the Highest Vacancy Count
435 out of 1,055 Grade C posts are Asst. Foreman Electrical. This reflects SECL's expansion of surface electrical infrastructure — substations, transformer maintenance, coal handling plant electrical systems, winding engine maintenance, and conveyor systems. Electrical diploma holders from Bihar, Jharkhand, Chhattisgarh, and Odisha are the primary applicant pool for this post.

Frequently Asked Questions
Q1. I have a Mining Engineering Degree but no DGMS Sirdarship Certificate. Am I eligible for Mining Sirdar?
No. The DGMS Sirdarship Certificate (Un-Restricted) is a mandatory requirement, separate from educational qualification. A Mining Engineering degree satisfies the education condition, but you still need the statutory DGMS certificate to apply. Without it, your application will be rejected at document verification regardless of CBT score.
Q2. How do I get a DGMS Sirdarship Certificate?
Apply to appear for the DGMS Sirdarship Examination at the nearest DGMS Regional Inspectorate (Dhanbad, Sitarampur, Udaipur, Kolkata, etc.). Typically requires prior underground mining experience as a worker. The exam covers mine regulations, gas testing, ventilation, roof support, and first aid. Passing candidates receive the Certificate of Competency.
Q3. Does my Electrical Diploma have to be from Chhattisgarh?
No. Any AICTE-recognized polytechnic from any state in India qualifies. There is no domicile requirement for the educational qualification — only for reserved category benefits.
Q4. Is there a domicile requirement for SECL Grade C?
SECL recruitments under CIL are open to candidates from all states. Reserved category benefits (OBC, SC, ST reservation in merit) require valid caste certificates. No state domicile restriction applies to the application itself.
Q5. I'm 31 years old and belong to OBC category. Am I eligible?
Yes. OBC-NCL candidates get 3 years relaxation — maximum age is 33 years as on 08 April 2026. At 31, you are within the limit. Ensure your OBC-NCL certificate is from the correct authority and does not fall in the Creamy Layer.
Q6. Female candidates — is there any additional age relaxation?
Female candidates are fully exempted from the application fee but do not receive additional age relaxation beyond their category limits. SC/ST females: 35 years. OBC-NCL females: 33 years. General females: 30 years.
Q7. Can a fresh Electrical Diploma holder (just passed) apply for Asst. Foreman Electrical?
Yes, as long as the diploma is complete and the certificate is in hand (or provisional certificate available). No minimum work experience is required for Asst. Foreman Electrical — unlike Mining Sirdar, which practically requires prior mining workforce experience to obtain the DGMS certificate.
DGMS Certificate — The Real Eligibility Filter for Mining Sirdar
Of the three SECL Grade C posts, Mining Sirdar has the most consequential eligibility requirement: the DGMS (Directorate General of Mines Safety) Competency Certificate for Mining Sirdar. This is not a qualification you can obtain quickly — it requires at least 1 year of practical experience working underground in a coal mine before you can sit the DGMS examination.
The DGMS Mining Sirdar examination is conducted region-wise (Dhanbad, Nagpur, Udaipur, and other DGMS regions). The examination has two parts: a written test on mining technology and safety regulations, and a practical oral examination. Passing the written does not guarantee a certificate — the oral viva by DGMS inspectors is the final gate.
Candidates who have the DGMS Mining Sirdar certificate effectively face lower competition than raw application numbers suggest, because a large portion of applicants who do not hold the DGMS certificate are ineligible and will be screened out at document verification. This is similar to how HMV licence requirements filter HEMM Operator applicants — the DGMS certificate does the same filtering for Mining Sirdar posts.
Post-Wise Document Checklist
Mining Sirdar: DGMS Competency Certificate (Mining Sirdar) — original and photocopy. ITI certificate in Mining (if claimed as qualification). Experience letter from previous mine employer on official letterhead specifying underground experience duration. Category certificate (if applicable). Age proof (Class 10 certificate). Medical fitness certificate at the time of joining (SECL Medical Department conducts this).
Deputy Surveyor: Diploma in Mine Surveying from a recognised polytechnic — original and copy. Mine Surveyor's Certificate from DGMS (if already obtained — increases eligibility strength). Experience letter from mine survey department (if applicable). Age proof and category certificate.
Asst. Foreman Electrical: Diploma in Electrical Engineering from AICTE-approved polytechnic — original and copy. Wireman/Electrician licence from the State Electrical Inspector's office (if required by SECL's notification for specific mine locations — check notification clause carefully). Age proof and category certificate.
OBC-NCL Certificate — State-Specific Issue for SECL
SECL is a central PSU, which means OBC reservation follows the Central Government OBC list — not state OBC lists. Some castes that appear in Bihar or UP state OBC lists may not appear in the Central Government OBC list, and vice versa. Candidates must verify that their caste is on the Central Government OBC list before claiming OBC-NCL reservation in SECL recruitment.
The certificate must also specifically include the "Non-Creamy Layer" clause and must have been issued within the last year (some notifications specify within 3 years — check SECL's notification for the exact validity period).
