Mining Sirdar is not a job title — it is a statutory certification. The Directorate General of Mines Safety issues the Sirdarship Certificate, and no one can legally supervise an underground coal mine without it. SECL is recruiting 577 Mining Sirdars as part of its 1,055-post Grade C intake, and if you hold a valid Un-Restricted DGMS Mining Sirdarship Certificate along with Gas Testing and First Aid certificates, this is one of the most secure employment paths in the Indian coal sector. SECL operates across Chhattisgarh and parts of Madhya Pradesh and contributes roughly 15% of Coal India's total national output.
What a Mining Sirdar Does Underground
A Mining Sirdar is the frontline supervisor during each underground shift — legally responsible for the safety of every worker in their gang. Before allowing workers to enter, you inspect the working face for roof conditions, gas levels (methane and CO2), ventilation adequacy, and waterlogging. You supervise coal cutting and loading, ensure roof supports are correctly placed, maintain the shift record book, and immediately stop work and report when conditions become unsafe. The Mines Act places direct liability on the Sirdar, which is precisely why DGMS certification exists. The work is demanding, both technically and in terms of responsibility — and the pay reflects that.
Assistant Foreman Electrical — 435 Posts
If you have a 3-year Diploma in Electrical Engineering, 435 Assistant Foreman (Electrical) Grade C posts are open — no DGMS certificate needed. The work covers maintaining and operating electrical systems across mine sites and surface infrastructure: motors driving conveyor belts and pumps in underground workings, transformer substations, lighting, electrical panel maintenance, and safety compliance checks. You manage electricians and helpers under you, prepare maintenance logs, and escalate faults to the Senior Manager (Electrical). For a Diploma holder, this is a direct Grade C entry into a major government company without sitting through UPSC-level or banking-level exams.
Salary — Rs.47,330 Plus NCWA Components
SECL Grade C employees are governed by the National Coal Wage Agreement (NCWA-XI). Basic pay is Rs.47,330.25 per month. Variable Dearness Allowance, revised quarterly against the All-India Consumer Price Index for industrial workers, currently adds roughly Rs.14,000–18,000 on top. Attendance Bonus is approximately Rs.5,400 per month. Underground workers receive a separate underground allowance. Company quarters are provided in SECL townships, or HRA is paid when quarters are not available. Accounting for all components, a surface-posted Grade C employee takes home approximately Rs.65,000–75,000 per month. Underground workers earn more.
Selection: One CBT, No Negative Marking
The selection runs through a single Computer Based Test — 100 multiple-choice questions, 80 technical and 20 General Awareness, 90 minutes. There is no negative marking. Minimum qualifying marks are 45% for UR, 40% for OBC, and 35% for SC/ST. For Mining Sirdar, the technical section covers mine ventilation, safety regulations, roof support systems, gas hazard management, and provisions of the Mines Act. For Assistant Foreman Electrical, expect questions on electrical machines, circuit theory, industrial safety codes, and motor protection systems. A single-stage exam with no negative marking lets you maximise your score without the penalty risk that most central government exams carry.
The DGMS Certificate Reality Check
For Mining Sirdar and Deputy Surveyor posts, the Un-Restricted DGMS certificate is non-negotiable. A Restricted certificate — valid for one specific colliery — does not qualify. The Gas Testing Certificate and First Aid Certificate are separate requirements, and both must be valid on the date of application. If any of these documents have expired, SECL will cancel your candidature during document verification regardless of your CBT score. Check certificate validity dates before you submit the form, not after.
Career Within SECL
Grade C is an entry point, not a ceiling. Promotions follow the NCWA structure: Grade C to Grade D to Grade E through seniority and departmental examinations over 8–12 years. CIL conducts Management Trainee recruitments centrally, which confirmed SECL employees can also apply for. The coal production expansion underway in SECL's Bilaspur, Korba, Raigarh, and Shahdol operations means the workforce requirement at this level will grow, not shrink, over the coming decade.
