SSC Stenographer Eligibility 2026 – Age Limit, Qualification, Steno Skill and Who Can Apply
One of the most common misconceptions about SSC Stenographer is that you need a degree. You don't. A 12th pass certificate is enough — that's all SSC requires on the education side. But there are specific age limits, category-wise relaxations, and a stenography skill requirement that you need to understand clearly before filling the form. This guide covers everything, including edge cases like "I appeared in 2026 boards" and "I'm a graduate — am I over-qualified?"

Education Qualification — What Exactly Is Required
You need to have passed 12th Standard (Class 12 / Intermediate / Higher Secondary / 10+2) from any board recognized by Central or State Government. This includes:
- CBSE, ICSE/ISC, and all State Boards
- NIOS (National Institute of Open Schooling) — recognized
- Madrasa boards recognized by State Governments
- Any stream: Science, Commerce, Arts — all eligible
- The 12th pass qualification must be obtained on or before 01/08/2026
Key point on the year of passing: If your 12th results are declared after 01/08/2026 (for example, students who appeared in April/May 2026 boards and results come in August 2026), you must check the exact result date. If the result comes after August 1st, you may not be eligible for this cycle. When in doubt, apply anyway and carry proof of board exam appearance — SSC has historically allowed candidates who passed by the cut-off even if certificates came later.
Age Limit — Grade C (18–30 Years)
For Grade C, you must be between 18 and 30 years as on 01/08/2026. This means:
- Born on or after 02/08/1996 (to meet max age of 30)
- Born on or before 01/08/2008 (to meet min age of 18)
Age Limit — Grade D (18–27 Years)
For Grade D, age limit is 18–27 years as on 01/08/2026:
- Born on or after 02/08/1999 (to meet max age of 27)
- Born on or before 01/08/2008 (to meet min age of 18)
Category-Wise Age Relaxation
| Category |
Age Relaxation |
Effective Max Age |
| UR (Unreserved) | 0 | 30 (C) / 27 (D) |
| OBC (Non-Creamy Layer) | +3 years | 33 (C) / 30 (D) |
| SC | +5 years | 35 (C) / 32 (D) |
| ST | +5 years | 35 (C) / 32 (D) |
| PwBD — General/EWS | +10 years | 40 (C) / 37 (D) |
| PwBD — OBC | +13 years | 43 (C) / 40 (D) |
| PwBD — SC/ST | +15 years | 45 (C) / 42 (D) |
| Ex-Servicemen (UR) | +3 years after military service | Varies |
EWS candidates: Age relaxation for EWS is 0 years for SSC Stenographer — EWS only gets reservation in vacancies (173 posts out of 1,715), not age relaxation in this exam.
Age Calculation Examples
Example 1: You were born on 15 September 1997. Are you eligible for Grade D (max age 27)?
Age on 01/08/2026 = 28 years, 10 months. Not eligible for Grade D as UR. If you are OBC, max age becomes 30 — you'd be eligible.
Example 2: You were born on 10 March 2000. Are you eligible for Grade D?
Age on 01/08/2026 = 26 years, 4 months. Eligible as UR for Grade D.
Example 3: You were born on 5 June 1995. OBC category. Eligible for Grade C (max age with OBC = 33)?
Age on 01/08/2026 = 31 years, 1 month. Eligible for Grade C under OBC relaxation.
Nationality Requirements
You must be a citizen of India, or belong to one of these categories (as specified in SSC rules):
- Subject of Nepal or Bhutan
- Tibetan refugee who came before 01/01/1962 with intent to permanently settle in India
- Person of Indian origin migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya/Uganda/Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam — with intent to permanently settle in India
For categories other than Indian citizen, a certificate of eligibility issued by the Government of India is required.
Stenography Skill Requirement — What Is Actually Tested
The notification says candidates must "possess stenography skill" — but this doesn't mean you need a formal certificate at the time of application. The skill is tested during the Skill Test round, after you clear the CBE. What matters is that you must be able to take dictation at 100 wpm (Grade C) or 80 wpm (Grade D) on the day of the skill test.
In English medium: Pitman shorthand is the most widely taught and used system for SSC steno. Other systems like Gregg are also accepted as long as you can achieve the required speed.
In Hindi medium: Devnagari shorthand systems (Kailash Chandra system is most popular) are used. Training institutes in Hindi medium are available in most North Indian cities.
If you don't have shorthand skills yet: You can start preparing now. For Grade D (80 wpm), a dedicated learner can reach the required speed in 3–6 months of daily practice. For Grade C (100 wpm), plan for 6–9 months minimum. The skill test happens several months after CBE results, so you have time — but start immediately, not after results.

"Can I Apply?" — Common Edge Cases Answered
I appeared in 12th boards in 2026 but results aren't out yet
Apply now if your board exam was for the 2025–26 academic year (March–May 2026 appearing). SSC typically allows such candidates to apply. You'll need to submit proof of having appeared in the board exam. At the time of document verification (post-CBE and post-skill test), you must show your marksheet showing you passed on or before 01/08/2026. If your results come after August 1st, 2026 and the board declares the result date as post-August, there's a risk. Check your board's result calendar.
I have a diploma but not a 12th pass certificate
A diploma (even a 3-year diploma after 10th) is not a substitute for 12th pass in SSC Stenographer. You must have a specific 10+2 / Class 12 / Intermediate certificate. If your diploma was done after 12th, you're fine. If you did a diploma directly after 10th, you would not be eligible unless you separately cleared 12th.
I'm a graduate / post-graduate — am I over-qualified?
No. There is no "over-qualification" restriction in SSC Stenographer. Graduates, engineers, and even post-graduates can apply and appear. Many graduates apply because the job offers stability, Grade C Level-7 pay, and a clear promotion path. Your graduation degree does not affect eligibility either positively or negatively.
I'm 31 years old and OBC — can I apply for Grade C?
Yes. OBC gets +3 years relaxation, making effective max age 33 for Grade C. As long as you're not yet 33 on 01/08/2026, you're eligible.
Documents Required at Verification Stage
| Document |
Purpose |
| 12th Marksheet & Certificate | Education qualification proof |
| Date of Birth Certificate (10th Board) | Age proof |
| Category Certificate (SC/ST/OBC/EWS) | Reservation / age relaxation claim |
| PwBD Certificate (if applicable) | Disability reservation/relaxation |
| Ex-Servicemen Discharge Certificate | Ex-SM age relaxation |
| Nationality/Domicile Certificate | Citizenship proof (if not Indian citizen) |
| Passport-size Photographs | Identity |
| Aadhar Card / Voter ID / Passport | Photo ID proof |
Common Disqualification Reasons
- Wrong DOB entered: Date of birth in the application must match exactly what's on your 10th board certificate. If there's a mismatch, your application can be rejected.
- OBC certificate not valid for central government posts: Your OBC certificate must specifically mention "not belonging to Creamy Layer" and must be valid. State-issued OBC certificates that don't mention central list aren't accepted.
- 12th qualification not from recognized board: Open school or distance education 12th is generally accepted, but if it's from an unrecognized institution, it won't qualify.
- Applying for wrong Grade based on age: Grade D maximum age is 27 for UR — candidates above 27 who apply for Grade D without relaxation will be rejected at verification even if they passed the exam.
- Failure in skill test: Technically not a disqualification at application stage, but is the most common reason for not getting selected after CBE.
Frequently Asked Questions
Q: Can a 12th fail student apply for SSC Stenographer 2026?
No. You must have passed 12th. A student who appeared in 2026 boards but has not yet received results can apply conditionally, but must produce a passing marksheet by the time of document verification. A 12th fail student is not eligible.
Q: Is there any physical fitness test for SSC Stenographer?
No physical fitness test at all. Selection is purely CBE performance + skill test (shorthand). This makes it accessible to a wide range of candidates including those with non-sports backgrounds.
Q: I'm a woman from a general category — do I get any age relaxation?
Women candidates from UR/EWS category get no age relaxation in SSC Stenographer. However, women are exempted from the examination fee (₹100 fee is waived). For age relaxation, only SC/ST, OBC, and PwBD categories get relaxation regardless of gender.
Q: What is the minimum percentage required in 12th?
There is no minimum percentage requirement. You just need to have passed. Whether you got 45% or 95%, you're equally eligible on the education front. The selection is based entirely on CBE performance and skill test.
Q: Can I apply for both Grade C and Grade D in the same application?
Yes. The SSC Stenographer application form allows you to indicate your preference. If you meet the age and other criteria for both grades, you can apply for both in a single application. SSC will consider you for Grade C first (higher grade), and if your score meets Grade D cut-off but not Grade C cut-off, you're considered for Grade D.
