Applications open on 19 June 2026 and close on 09 July 2026. The fee is just ₹25 for every category — one of the cheapest government applications you'll find.
What Does a Havaldar Instructor Do?
Havaldar Instructors in the UP Home Guard organisation are responsible for physical training, drill, and discipline instruction of Home Guard volunteers. You work at a Home Guard training centre, teaching recruits physical fitness, marching, weapons drill, and basic field craft. It's a hands-on, outdoors-oriented role — not a desk job. If you come from an NCC, military, or Home Guard background, the work environment will feel familiar.
The job is a permanent Group-C state government position under the Home Guard Department, Government of Uttar Pradesh. Once confirmed after the probation period, you have all the benefits of a permanent state government employee — NPS pension, DA revisions, LTC, medical facilities, and job security.
Pay — Level-3 in UP Pay Matrix
Havaldar Instructor is a Level-3 post (₹21,700–₹69,100) in Uttar Pradesh's 7th Pay Commission pay matrix. At joining, basic pay starts at ₹21,700. With UP's current Dearness Allowance (~50% of basic), House Rent Allowance, and other state allowances, a fresh joiner takes home approximately ₹34,000–₹40,000/month gross. The basic pay grows by 3% every year. Over a 25–30 year career, you reach the top of Level-3 (₹69,100 basic), with correspondingly higher DA.
Additionally: 25% of the 209 posts (52 seats) are horizontally reserved for Home Guard volunteers and honorary officers — so if you're already serving in the Home Guard, you have a significant structural advantage in this recruitment.
The PET 2025 Prerequisite
This is not a direct open recruitment. UPSSSC has shifted most Group-C recruitments to a PET (Preliminary Eligibility Test) gateway system. To apply for Havaldar Instructor 2026, you must have already qualified the UPSSSC PET 2025. Your PET score determines your shortlist position for the Main Written Exam — only candidates with scores above a certain absolute threshold (announced by UPSSSC) are called for Mains.
If you haven't appeared in PET 2025, you cannot apply for this particular notification. UPSSSC typically conducts PET annually, so you'd need to wait for the next cycle.
The Qualification That Sets This Post Apart

Selection: Where Candidates Get Eliminated
The selection flow has multiple knockout stages:
Written Exam (100 marks, 2 hours): This builds the merit list. The exam covers Indian History, Geography, Polity, Science, Environment, Sports (important for this post), Current Affairs, Computer Awareness, and UP-specific GK. The UP GK section carries 20 marks — the highest of any single subject. Study UP geography, districts, schemes, and current affairs seriously. Sports section (5 marks) covers major national and international sporting events — don't skip this.
Physical Standard Test: Height 167.7 cm (General/OBC/SC male), 78.8/83.8 cm chest. Candidates who don't clear this are out regardless of written scores. Check your measurements honestly before applying.
Physical Efficiency Test — 4.8 km in 25 minutes: This is not difficult for someone who trains regularly — it's a 5:12/km pace. But if you haven't run in months, start training now. Female candidates: 2.4 km in 14 minutes (5:50/km pace).
Exam Preparation Strategy
- UP GK (20 marks): This is the highest-weighted section — focus on UP districts, rivers, temples, government schemes (CM Yogi schemes), and UP current affairs from the last 12 months
- Sports (5 marks): Relevant given the role — cover major sports events, national sports awards, UP's sports achievements
- Computer Awareness (15 marks): MS Office, internet basics, cybersecurity, e-governance — standard UPSSSC computer section level
- History + Polity (20 marks combined): Standard NCERT level — Indian freedom movement, Constitution basics, Panchayati Raj
- Run daily: Don't wait until PST/PET is announced — build a 5 km daily running habit now
