Bihar BTSC Instructor Eligibility 2026 – ITI, CITS, Age & Experience
More candidates miss out on BTSC Instructor 2026 due to eligibility confusion than any other reason — and the biggest source of confusion is the CITS requirement. Most candidates know they need an ITI certificate. Most know about the experience condition. But a significant number apply without realising that CITS is non-negotiable: without a CITS certificate, you cannot apply for this recruitment regardless of how much industry experience you have. This guide explains every condition clearly — the two eligibility paths, what counts as valid experience, age limits category-by-category, and the edge cases that come up most often.
The Two Eligibility Paths
BTSC Instructor 2026 accepts candidates through two distinct qualification routes. You need to satisfy one of these completely — not mix and match across routes:
| Condition | Path 1 – ITI Route | Path 2 – Diploma Route |
| Base Qualification | ITI in relevant trade (NTC/NAC) | Diploma in relevant engineering branch |
| Industry Experience | Minimum 3 years in the relevant trade | Minimum 1 year in the relevant field |
| CITS Certificate | Required (mandatory) | Required (mandatory) |
| Who typically qualifies | Experienced ITI tradesmen with CITS | Diploma engineers with CITS + 1 yr experience |
Both paths require CITS. This is not an optional add-on — it is a mandatory eligibility condition. No CITS = not eligible, regardless of your ITI marks, Diploma grade, or years of experience.
What is CITS and Why is it Required?
CITS stands for Craft Instructor Training Scheme. It is a 1-year residential training program run by National Skill Training Institutes (NSTIs) and Regional Vocational Training Institutes under the Directorate General of Training (DGT), Ministry of Skill Development, Government of India.
The logic behind CITS: knowing how to do a trade is not the same as knowing how to teach it. CITS trains you in pedagogy, lesson planning, workshop management, and the theory behind the trade at a depth that a practitioner-level ITI doesn't always cover. You are being hired as a teacher, not a practitioner — hence the teaching qualification is mandatory.
| CITS Feature | Details |
| Duration | 1 year (residential) |
| Conducted by | NSTIs / RVTIs under DGT, Ministry of Skill Development |
| Entrance exam | DGT-conducted All India CITS entrance test |
| Minimum eligibility for CITS | ITI pass in relevant trade (60% marks recommended for competitive NSTI seats) |
| Location of NSTIs | Across India — Kanpur, Ludhiana, Mumbai, Bangalore, Chennai, Hyderabad, and more |
| Certificate issued by | National Council for Vocational Training (NCVT) / DGT |
How to Get CITS if You Don't Have It Yet
If you have an ITI certificate but no CITS, you still have time to apply for the next CITS cycle — but you will not be eligible for BTSC Instructor 2026 (applications close 15 May 2026). CITS cycles typically start in August each year. To get CITS:
- Check the DGT website (dgt.gov.in) for the CITS admission notification (usually released March–May)
- Register and appear in the All India entrance test
- Based on rank, select an NSTI with your trade — NSTIs are located in major cities across India
- Complete the 1-year residential program and receive your NCVT CITS certificate
Plan for CITS now if you want to be ready for future BTSC Instructor or other state ITI instructor recruitments. This credential opens doors to government ITI instructor posts across all states.
Experience Requirement – What Counts?
The experience condition is straightforward in principle but generates questions in practice. Here is exactly what counts as valid industry experience:
| Experience Type | Counts? | Documentation Required |
| Formal employment in a registered company/factory | Yes | Appointment letter + relieving letter or salary slips |
| Apprenticeship training under Apprentices Act | Yes | Apprenticeship completion certificate from RDAT/DGT |
| Government department employment in the trade | Yes | Service certificate from employing department |
| Private ITI / polytechnic as instructor (before getting CITS) | Likely Yes — check notification | Experience certificate from institution |
| Self-employment / own workshop (informal) | Typically No without documentation | Would need formal certificate from municipality/registrar |
| Internship during diploma course | Generally No (academic, not industry) | Industry experience = post-qualification employment |
| Family business (father's workshop, etc.) | Problematic — see note | See edge case section below |
Age Limit – Category-wise
Age is calculated as on the last date of application: 15 May 2026.
| Category | Minimum Age | Maximum Age |
| General / UR | 21 years | 37 years |
| EWS (Economically Weaker Section) | 21 years | 37 years |
| OBC (Non-Creamy Layer) | 21 years | 40 years |
| SC | 21 years | 42 years |
| ST | 21 years | 42 years |
| PwD (Person with Disability) | 21 years | Category max + 10 years |
For PwD candidates: the +10 years relaxation applies on top of the category maximum. So an OBC PwD candidate's maximum age would be 50 years, and an SC/ST PwD candidate's maximum age would be 52 years.
Trade-wise Eligibility – Can You Apply Across Trades?
No. Each advertisement (Advt 14/2026 for Electrician, 15/2026 for Electronics, etc.) specifies the relevant trade for both the ITI/Diploma qualification and the CITS certificate. An Electrician ITI holder with Electrician CITS cannot apply for the Fitter post — their qualification does not match the Fitter trade requirement. Similarly, a Diploma in Electrical Engineering qualifies for the Electrician Instructor post, not the Surveyor post.
| Advertisement | Trade | Posts | Required ITI / Diploma Branch |
| Advt 14/2026 | Electrician / Wireman | 252 | ITI Electrician or Diploma in Electrical Engg. |
| Advt 15/2026 | Electronics Technician | 130 | ITI Electronics or Diploma in Electronics/ECE |
| Advt 16/2026 | Fitter | 84 | ITI Fitter or Diploma in Mechanical Engg. |
| Advt 17/2026 | Welder | 84 | ITI Welder or Diploma in Mechanical/Mfg. Engg. |
| Advt 18/2026 | Surveyor | 84 | ITI Surveyor or Diploma in Civil Engg. |
| Advt 19/2026 | Machinist | 82 | ITI Machinist or Diploma in Mechanical Engg. |
"Can I Apply?" – Edge Cases Answered
Case 1: I have ITI but no CITS — can I still apply?
No. CITS is mandatory for both eligibility paths. If you don't have CITS, you are not eligible regardless of how many years of experience you have. Use the time between now and the next BTSC Instructor recruitment cycle to get your CITS from an NSTI. Check dgt.gov.in for the next CITS admission cycle.
Case 2: I have a Diploma but no industry experience — will my 6-month internship count?
No. Internship during a diploma course is academic training, not industry experience. The 1-year experience requirement for the Diploma path means post-qualification employment in the relevant field. If you have just completed your diploma with no work experience, you do not meet the experience condition yet — you need to build 1 year of actual employment experience after getting your Diploma before you can apply.
Case 3: I worked in my family's workshop for 3 years — how do I get an experience certificate?
Experience in a family-owned informal business is the hardest to document. For BTSC recruitment, experience certificates from family members are generally not accepted. You would need a certificate from a recognized authority — such as the local municipal body (for a registered business) or a district industries centre (for registered small industries). Without a formal certificate from a competent authority, this experience may not be accepted at document verification. Check the individual notification PDF for the exact language on experience proof requirements.
Case 4: Can EWS candidates from Bihar apply?
Yes. EWS candidates from Bihar can apply under the EWS category. Age relaxation for EWS is the same as General — maximum 37 years. Fee is ₹100 for all categories including EWS (no exemption). EWS certificate must be from a competent authority in Bihar (Tehsildar or above) and must be for the current financial year (2025–26 or 2026–27 as applicable at the time of DV).
Case 5: I completed my Diploma but haven't done CITS yet — which route can I use?
You qualify for Path 2 (Diploma Route) once you have: (a) Diploma in relevant branch, (b) minimum 1 year industry experience, AND (c) CITS certificate. If you are missing CITS, you cannot apply now. Start your CITS journey via the next DGT entrance cycle — both Diploma holders and ITI holders can appear for CITS entrance.
Domicile Requirement
This is a state government recruitment. Bihar domicile is required. Non-Bihar state candidates cannot apply. At document verification, you will need to produce a valid Bihar state domicile certificate (permanent resident certificate) issued by a competent authority (SDM / Tehsildar level). Candidates born in Bihar but currently residing elsewhere should get their domicile certificate renewed/updated before the DV stage.
Application Fee
₹100 for all categories — General, OBC, SC, ST, EWS, PwD. No exemption for any category. Fee once paid is non-refundable. Payment mode: online only.
Documents Needed for Document Verification
Keep originals + 2 sets of photocopies for all of the following:

- Industry experience certificate (on letterhead, signed by authorized HR/Manager, with employment dates and nature of work)
- Age proof — Class 10 marksheet or birth certificate
- Bihar domicile certificate
- Caste certificate (OBC/SC/ST candidates) — issued by Bihar competent authority
- EWS certificate (if applying under EWS) — current year, from Tehsildar or above
- PwD certificate (if applicable) — from CMO or designated medical authority
- Passport-size photographs (recent, same as uploaded in application)
- Aadhar card or any government photo ID
- CBT admit card printout
Frequently Asked Questions
Q1. Is CITS absolutely mandatory — no waiver possible?
Yes, CITS is a mandatory condition with no waiver. BTSC's notification explicitly requires CITS for both qualification paths. Without CITS, your application will be rejected at document verification even if you clear the CBT with a top score.
Q2. My ITI is from a private institution — is it valid?
Yes, as long as your ITI institution has NCVT affiliation and your trade passes through NCVT (giving you NTC/NAC). If your ITI passed through SCVT only (state council), verify that the specific advertisement accepts SCVT-pass ITI for that trade. NCVT-affiliated ITI certificates are universally accepted.
Q3. I have a 3-year Diploma from SBTE Bihar — does this qualify for the Diploma path?
Yes. 3-year Diploma from Bihar State Board of Technical Education (SBTE) in a relevant engineering branch qualifies for Path 2 provided the SBTE institution has AICTE recognition (virtually all government and aided polytechnics in Bihar do). You still need 1 year of industry experience and CITS.
Q4. What happens if my experience certificate mentions only month and year (not exact dates)?
Experience certificates without specific joining and relieving dates are a common cause of rejection at DV. Get your experience certificate to mention: exact date of joining, exact date of relieving (or "till date" if still employed), nature of work performed, and the official capacity of the signatory. The stronger and more specific your certificate, the less likely it is to be questioned at DV.
Q5. Can I appear in the CBT even if my CITS result is awaited?
Check the specific advertisement for this condition — some recruitments allow "appearing" candidates (those whose final result for a qualifying exam is awaited) to sit the CBT provisionally. However, even if allowed to sit the CBT, your selection cannot be confirmed until your CITS certificate is produced at DV. If your CITS result will be declared before the DV stage, you may still be able to benefit from appearing in the CBT. Read the individual advertisement PDF carefully for the exact language on "appearing candidate" provisions.
