बिहार सरकार 7वें CPC की सिफारिशों के अनुसार शिक्षकों को वेतन देती है, लेकिन कुछ बिहार-विशिष्ट बदलावों के साथ:

DA (महंगाई भत्ता) गणना

DA साल में दो बार (जनवरी और जुलाई) संशोधित होता है। अभी DA लगभग बेसिक का 50% है। Level 1 शिक्षक (Rs.21,700 बेसिक) के लिए DA लगभग Rs.10,850 है। यह प्रतिशत बढ़ता रहता है — 2024 में 38% था, 2026 में 50% पार कर गया।

बच्चों की शिक्षा भत्ता

  • 2 बच्चों तक — Rs.2,250/माह/बच्चा (Rs.27,000/साल/बच्चा)
  • छात्रावास सब्सिडी: Rs.6,750/माह/बच्चा अतिरिक्त
  • नर्सरी से 12वीं तक लागू
  • 2 बच्चों के लिए Rs.54,000/साल बचत — सरकारी शिक्षक के लिए बड़ी राशि

चिकित्सा प्रतिपूर्ति प्रक्रिया

  • सरकारी अस्पताल: मुफ्त इलाज — बस ID दिखाओ
  • Empaneled private अस्पताल: बिल 3 महीने में जमा करो — reimbursement मिलता है
  • गंभीर बीमारी: कोई fixed limit नहीं
  • समय: प्रतिपूर्ति में 1-3 महीने लगते हैं — accounts section से follow up करो

छुट्टी का कैलेंडर — शिक्षण का असली फायदा

ईमानदारी से कहें तो teaching job की सबसे बड़ी attraction छुट्टी है:

  • ग्रीष्मकालीन अवकाश: 15 मई से 30 जून (लगभग 45 दिन)
  • शीतकालीन अवकाश: 25 दिसंबर से 10 जनवरी (15-17 दिन)
  • दशहरा अवकाश: 10-12 दिन
  • होली अवकाश: 7-8 दिन
  • राजपत्रित अवकाश: 15-17 दिन
  • रविवार: 52
  • आकस्मिक छुट्टी: 12 दिन
  • अर्जित छुट्टी: 30 दिन (जमा होती है, retirement पर encash)

सब जोड़ लो — BPSC शिक्षक 365 में से लगभग 200-210 दिन ही काम करता है। देश की कोई private नौकरी इतनी छुट्टी नहीं देती। और सारी छुट्टियों में पूरी salary मिलती है।

दीवाली बोनस

  • राशि: Rs.7,000/माह की दर से 30 दिन का वेतन (Payment of Bonus Act)
  • प्रभावी: लगभग Rs.7,000-8,000
  • कब: दशहरा/दीवाली से पहले

3% increment compound होता है। बेसिक पे 25 सालों में बिना promotion के भी लगभग दोगुना हो जाता है। MACP से 10, 20, और 30 सालों पर pay level upgrade भी मिलता है।

UP LT Grade काफ़ी ज़्यादा देता है, लेकिन competition भी बहुत ज़्यादा है (10 लाख+ आवेदक)। बिहार BPSC TRE की starting salary कम है लेकिन बिहार में रहने का खर्चा भी UP के बड़े शहरों से 30-40% कम है।

क्या BPSC शिक्षकों को ग्रीष्मकालीन अवकाश में सैलरी मिलती है?

हां, बिल्कुल। BPSC शिक्षकों को vacation के दौरान पूरी सैलरी मिलती है। छुट्टियां unpaid नहीं हैं — ये academic calendar का हिस्सा हैं। हर महीने की 1 तारीख को सैलरी credit होती है, चाहे vacation हो या नहीं।

क्या BPSC TRE शिक्षक private tuition दे सकता है?

technically, नहीं। बिहार सरकार के सेवा नियम government कर्मचारियों को private commercial गतिविधियों से रोकते हैं। लेकिन व्यवहार में enforcement ढीला है और बहुत शिक्षक tuition देते हैं। officially पकड़े जाओ तो अनुशासनात्मक कार्रवाई हो सकती है। सलाह: अगर privately पढ़ाना है तो सावधानी से करो — पड़ोस के बच्चों को informally मदद करना आमतौर पर overlook किया जाता है।

MACP क्या है और BPSC शिक्षकों को कैसे फायदा देता है?

MACP (Modified Assured Career Progression) 10, 20, और 30 सालों पर pay level upgrade की guarantee देता है, भले ही regular promotion channel से promotion न मिले। Level 1 (Rs.21,700) पर join करने वाला शिक्षक 10 साल में Level 2, 20 साल में Level 3, और 30 साल में Level 4 पर automatically पहुंच जाएगा। हर level पर कम से कम 3% pay hike। यह सुनिश्चित करता है कि करियर भर salary बढ़ती रहे।
